Investment promotion agency Toronto Global said Friday the federal government should launch a “transparent, merit-based bid process” to select the host city for the Defence, Security and Resilience Bank (DSRB), after Canada was chosen as the bank’s host country.

Talking point: The agency called for clear criteria and a defined timeline, arguing that international partners and investors will be watching the decision closely. Toronto Global is positioning the city as the natural choice, citing its concentration of financial institutions and regulators, alongside its status as Canada’s largest financial hub. The DSRB—modelled on the World Bank—is expected to finance defence procurement and industrial expansion and could create more than 3,500 jobs. Other cities, including Montreal—where initial DSRB negotiations took place—Vancouver and Ottawa, are also bidding, but the federal government has yet to outline how the final decision will be made.
