Talking point: IBM is the latest U.S. tech company to retreat from China, amid geopolitical tensions and increasing competition from Chinese firms. While IBM had once considered China an important growth market, its revenue in the country plummeted 19.6 per cent last year. Microsoft, meanwhile, is downsizing its cloud computing business in China and has offered to relocate AI researchers to offices outside the country, including to a new lab in Vancouver.
