Talking point: News broke over the weekend that Huawei’s R&D subsidiary, Futurewei Technologies—which has labs in California, Texas and Washington state—is laying off staff. The cuts follow reports that employees at the labs had their communications cut off from colleagues in Huawei’s China offices after Huawei was put on the U.S. entity list—effectively a blacklist—in May. Huawei had been planning an expansion in Canada already. In February, it announced it would hire 200 R&D staff in Canada this year, which Pereira said the company has already done. And, in June, Huawei’s founder, Ren Zhengfei, said he planned to open new research centres in Canada, beyond its hub in Kanata, Ont. Pereira said the expansion “will entail significant new hiring for well-paying jobs in Ottawa and Montreal,” but did not address whether any laid-off U.S. workers would be relocated to Canada.
