Talking point: Over the weekend, Surrey bylaw officers gave 18 warning notices to drivers and two $500 tickets to the company. This pits the city against B.C. regulators, who’ve decreed the province’s municipalities can set business-licence requirements for ride-hailing companies, but cannot block their operations outright. However, while cities like Vancouver and Burnaby have developed municipal business licences specific to ride-hailing companies, Surrey has not. “The absence of a bylaw or business licence in specific municipalities related to ride-hailing is not grounds for refusal of the service,” said a spokesperson for B.C.’s transportation ministry.
