Talking point: The dental plan is a nod to the Liberals’ deal with the NDP to pursue a national dental-care program in exchange for support in the House of Commons. Together, the measures will add $3.1 billion to the government’s spending plans and are targeted at lower-income people, unlike the cheques-for-almost-everyone programs some provinces have announced. Organized labour groups praised the promises; the Canadian Taxpayers Federation called for broad tax cuts instead. Meanwhile, North American stock indices plunged after the Bureau of Labor Statistics reported that prices there rose 8.3 per cent over the previous August—lower than in July but higher than expected.
