Talking point: During one recent attack, Hogan’s audit team found, the Communications Security Establishment couldn’t get key information for a week, and the agency under siege had trouble getting tech support. In both cases, the central IT agency Shared Services Canada was the problem, the report said. Furthermore, Shared Services has been working on just a basic inventory of government devices since 2017 and hasn’t finished, meaning it doesn’t have a full sense of where the government might be vulnerable (here’s one case in point). In a separate audit, largely conducted before the recent move to invest in defence, Hogan found the military (whose personnel shortfalls are well known) didn’t properly track why 12 out of 13 recruits drop out of the recruitment process.
