Talking point: The treaty is reportedly meant to respond to China’s influence in the Indo-Pacific region. The CPTPP—which the Obama administration championed and the Trump administration abandoned—contains provisions to ensure countries don’t favour homegrown digital products and that businesses can transfer data across borders. The Biden administration has considered a proposal for a T12 grouping of “techno-democracies” to coordinate standards and technology regulation, one of its authors told The Logic in April; Canadian Innovation Minister François-Philippe Champagne has backed the idea. Chile, New Zealand and Singapore signed their own digital-trade deal in June 2020, which includes provisions on data protection and transfer, digital identities and paperless trade.
