Talking point: Indigenous people in Canada face systemic barriers to accessing financing, which “continue to hinder their economic progress,” the report found. For example, the Indian Act stipulates that the legal title for reserve lands rests with the Crown, a property rights restriction that impedes economic development by raising transaction costs and making it harder to access capital. To address these barriers, policymakers and Indigenous leaders need high-quality data, but additional systemic barriers stand in the way. Those barriers include low Indigenous participation in government surveys because of historic discrimination and unavailable data on traditional activities that Indigenous people use to supplement income, such as hunting and making art.
