Talking point: The Liberal government’s stated goal with the act is to put Canadian content requirements on platforms, not users, but the Senate’s communications committee is working through amendments to the bill’s language to emphasize the point. The House of Commons has already passed its version of the act; it and the Senate could send different versions of the same bill back and forth indefinitely, but in practice senators typically defer to elected MPs’ votes on Senate amendments. Meanwhile, YouTube has begun telling viewers, in a pop-up upon arriving on the site, that “Your YouTube feed is uniquely yours,” but by requiring YouTube to promote Canadian content in the algorithm that decides what users will see, “Bill-C11 could change that.”
