Prime Minister Mark Carney is promising bold, transformative change by July 1. It’s an ambitious agenda aimed at transforming Canada’s economy amid a global trade war, unprecedented economic pressures, a housing crisis and stubborn interprovincial trade barriers. But do Canada’s leaders have the political will to deliver change—and is the country ready?

There’s a lot of work to do. From diversifying trade away from the U.S. to securing agreement for major nation-building projects, the scale of what Carney is trying to achieve, and the speed at which he’s trying to do it, hasn’t been seen in Canada in decades. 

The challenges, though, are significant. Can Canada build 500,000 homes a year? Can it reach broad agreement on major energy projects? Can the country avoid sliding into a damaging recession? Can U.S. President Donald Trump be trusted?
