In a 25-page response to the Liberals’ proposed scheme for combating hate, terrorism and illegal pornography online, Google said the rules should attack only illegal content, cover fewer communication platforms, give providers more time to evaluate complaints, demand less reporting to police, and bear smaller fines for noncompliance. Otherwise, they could have “unintended negative impacts on Canadians’ access to valuable information and services, privacy and freedom of expression, and the Canadian economy.” (The Logic)

Talking point: The Google corporate family includes YouTube, whose user-generated videos would be covered by the regime proposed by the Heritage Department. Its objections are dated Sept. 24 but were released to the public today. They echo those of domestic and international online-rights advocates, who warn the government’s call for active policing of content and steep fines for allowing harmful content to stay up will force platforms to crack down on material anybody calls objectionable.
