Citing the rising costs of fossil fuels and electricity, the prime minister announced a new federal program that he said will support a million residential retrofits, mostly those that replace furnaces or baseboard heaters with heat pumps. Heat pumps cost more than furnaces up front but are cheaper to operate, and work as air conditioners in the summer. Talking point: Making the announcement in Sherbrooke, Que., Carney touted the Liberals’ broader plans to replace fossil fuels with electricity in Canada—the new program will cut greenhouse gas emissions by 25 megatonnes, he said—even as he promotes natural gas and oil exports in the West. He pointedly talked up the megaproject to expand hydro production at Churchill Falls, N.L., which involves a three-way agreement among the feds, Quebec and Newfoundland and Labrador. Quebec’s separatist premier-designate Paul St-Pierre Plamondon has promised to review it.
