Prime Minister Justin Trudeau’s party is considering putting a cap on bills and forcing large companies to provide improved access to mobile virtual network operators (MVNOs). (Reuters)

Talking point: The move comes one month after my colleague Murad reported Google was asking the federal government to make it easier to expand MVNOs in Canada, and at the tail end of four years of Liberal efforts to get Canada’s wireless carriers to reduce costs. In February, Innovation Minister Navdeep Bains ordered the Canadian Radio-television and Telecommunications Commission (CRTC) to try to lower prices. The CRTC is also looking into whether it should order large telecom companies to offer more access to MVNOs. The potential for increased MVNO access comes as Canadian telecom providers face increased competition in several areas from U.S. tech giants. In May, Murad reported that Amazon Channels was coming to Canada. Earlier in August, Disney announced its new streaming service, priced below Bell’s Crave, will launch in Canada in November. Netflix announced a production hub in Toronto in February; Toronto Mayor John Tory is courting Apple to expand in the city, as well.
