Talking point: The federal government launched the Canadian Digital Service (CDS) in July 2017 as an in-house development shop to which departments could turn to improve their online offerings. Prominent projects have included a new notification system for dispatching emails as well as text messages and COVID Alert, the exposure notification app that ultimately saw limited uptake. Adcock takes charge as the CDS is set to grow, and as Ottawa’s ability to do technology is being closely scrutinized, albeit over the costs of contracting out development. The April 2021 federal budget allocated CDS $88 million over four years starting this fiscal, plus $25.8 million in permanent annual funding. The branch currently has 93 staff. Prime Minister Justin Trudeau cut the digital government portfolio from his cabinet in October 2021, but Adcock will work alongside federal CIO Catherine Luelo, appointed last July.
