Talking point: International enrolment at universities across Canada has plunged since the federal Liberals announced a deep cut to study permits last winter. Universities in Ontario have been especially reliant on revenue from international students since the provincial government ordered them to cut tuition in 2019 and has kept domestic fees frozen since, with partial compensation starting this year. The federal moves should target “bad actors” that have “seen irresponsible and unsustainable growth in recent years,” the universities’ council said, without identifying any. Many public colleges across Ontario made deals with private institutions to deliver programs in Toronto, far from their own campuses, in exchange for big licensing fees.
