Talking point: The EU-Canada Security and Defence Partnership agreement, which Carney announced Monday in Brussels, sets the stage for further negotiations to let Canadian firms bid on contracts under the €150-billion loan fund known as the Security Action for Europe (SAFE) program. It’s part of the wider €800-billion ReArm Europe plan to shore up defence capabilities and reduce reliance on the United States. Canada and the EU also agreed to work toward a digital trade agreement. European Commission President Ursula von der Leyen said she would like to explore having Canada be part of the EU’s plan to build AI factories. Carney will attend the NATO summit in The Hague on Wednesday, where the 32-member military alliance will discuss increasing the target for defence spending to five per cent of GDP.
