Talking point: The change removes the value of a labour market impact assessment (LMIA), a document meant to prove that an employer couldn’t find someone already in Canada to fill a job. Brokers have reportedly been selling fraudulent LMIAs for tens of thousands of dollars each. Before the change, PR applicants with an LMIA-backed job offer could score 50 or 200 extra points in the Express Entry system, which selects the country’s economic immigrants. That’s a significant number, since hundreds of people each month got in with scores of 550 or less. But the extra points for a job offer were originally meant to ensure immigrants were filling labour-market needs, since the LMIA suggested their skills were in demand.
