Talking point: Joly said she told them any joint venture must meet four conditions under the Investment Canada Act: be majority Canadian-owned; meet the domestic industry’s labour standards; use Canadian parts; and use secure software. “I was engaging with all these companies to see how that can be done in Canada,” she told reporters. Joly suggested both the strict import quota, which starts at 49,000 Chinese EVs per year, and the conditions for building in Canada would reassure the United States as it seeks to align tariffs on Chinese goods across North America. “There’s no other way” for Chinese vehicles to enter Canada, she said.
