A package of land-use reforms proposed by the Progressive Conservative government includes allowing three units on every residential lot, slashing development charges, forbidding community groups to appeal municipal planning decisions and assigning construction targets to 29 municipalities, including in the Golden Horseshoe and Ottawa. (The Logic)
Talking point: The measures are aggressive, to match aggressive targets. Newly re-elected Toronto Mayor John Tory didn’t set a campaign target for housing construction but Ottawa’s mayor-elect Mark Sutcliffe pledged 100,000 new homes within 10 years; the province is handing him a target of 151,000 units by 2031. Home prices across Canada declined 6.6 per cent between September 2021 and September 2022, according to Canadian Real Estate Association statistics, but in Ontario prices were still more than double what they were in 2015. It’s a problem for attracting and keeping talent (Alberta is touting its relative affordability as it tries to lure workers from central Canada) and economic mobility more broadly.
