Talking point: “The Western Hemisphere is of unique importance to the economic and national security of the United States, and that begins with Mexico and Canada,” U.S. Trade Representative Jamieson Greer added in his report to Congress. The USMCA requires any party seeking a free trade agreement with a “non-market country,” such as China, to notify the other countries. They can then choose to exit USMCA and enter a bilateral deal instead. Canada is not pursuing a full deal with China, but Trump has reacted strongly to Ottawa’s rapprochement with Beijing. Last week, Greer said the U.S. wants “stricter rules” on autos.
