The plans were met with fierce backlash from some provinces—mostly Alberta—that depend on high-emissions power sources like natural gas and don’t possess the natural features needed to develop zero-emissions hydroelectricity like Quebec or B.C. The Calgary Chamber of Commerce said it was “encouraged the government is listening” but called for several more changes to the guidelines, including more lenient performance standards for power facilities that use carbon capture and storage technology.
