Talking point: Founded in 2001, the Waterloo company makes monitoring tools for mobile carriers and network operators. Private equity firm Francisco Partners bought it in 2017. In 2018, the University of Toronto’s Citizen Lab alleged Turkish and Syrian governments used the company’s devices to send spyware to phone users, while its software has reportedly been used for state censorship campaigns in Egypt, among other countries. The company ceased selling its Digital Witness product to U.S. law enforcement last October, resulting in 50 layoffs.
