The investment arm of the Quebec government committed a breach by awarding an information-technology services contract to more than one provider, the Autorité des marchés publics (AMP) ruled Friday. The companies in question include Dempton Solutions Technologiques, Delan and Momentum Technologies, according to a public document viewed by La Presse. (The Logic, La Presse)
Talking point: IQ further broke the rules by awarding a tranche of the contract to Dempton, which was an ineligible service provider. The AMP made four recommendations, including that IQ’s management adopt “effective and efficient procedures” to ensure it follows its own rules in the future. IQ has 45 days to submit a written action plan. In an email to La Presse, IQ said it wanted to act “in good faith” and promote competition between suppliers.
