Talking point: The two-day summit is Carney’s answer to a groundswell of First Nations opposition to the bill, which was passed into law last month. The legislation is already the subject of a court challenge, and Assembly of First Nations Grand Chief Cindy Woodhouse Nepinak said it has inspired major concerns among First Nations communities. Though the law mandates consultation with Indigenous communities, many have criticized the sweeping new powers it affords the federal cabinet to approve major projects. Ottawa is now in the process of setting up an agency to select which projects should be fast-tracked and shepherd them through the process. Before the meeting Carney said he believes it’s possible to achieve a consensus with First Nations about how to move forward.
