Talking point: The agreement for the $1.1-billion line marks the first time Hydro-Québec will share ownership of its transmission infrastructure with an Indigenous community and could serve as a template for future land deals. Kahnawà:ke, which has a population of about 8,000, will draw dividends from its operation over a 40-year term. Hertel, which will come online in 2026, is Quebec’s portion of a 545-kilometre line that will deliver 1,250 megawatts of power to New York City. Hydro-Québec president Michael Sabia said Kahnawà:ke can expect a return of around eight per cent for the shares held by the community.
