Starting this fall, the federal government will include a target for temporary resident arrivals in its immigration levels plan. Talking point: Like its decision to cut study permits by 35 per cent this year, the target is another sign that the Liberal government is tightening its immigration plans in the face of economic and political pressure. Ottawa will meet with the provinces in early May to discuss the plan, and Immigration Minister Marc Miller said his department is also reviewing temporary permit programs to weed out “abuses in the system.” Miller said nine per cent of temporary residents are temporary foreign workers, while 44 per cent are members of international mobility programs, such as company transfers, youth exchange programs, post-grads, humanitarian pathways and spousal visas. He said 42 per cent are students.
