Talking point: Liberal ministers began the year touting inflows of foreign direct investment—Canada ranked third globally in the first half of 2023, per the OECD—and megaprojects from the likes of Dow Chemicals and Volkswagen. Those multinationals will receive tax credits and other incentives that Ottawa has tied or offered in response to the US$369-billion U.S. Inflation Reduction Act (IRA). (Freeland on Monday also cited critical minerals, clean power and educated workers as selling points.)
