Talking point: The Pessamit, which has 16 power plants and 13 dams on its territory located more than 350 kilometres northeast of Quebec City, will vote on the agreement in a referendum scheduled for this Sunday, with opponents saying it limits the band’s ability to mount court challenges of future energy projects. Under former CEO Michael Sabia, Hydro-Québec made Indigenous relations a key part of the utility’s development plan, including a 2025 reconciliation agreement with the Innu Nation of Labrador to clear the way for future facilities in that region.
