Talking point: The proposed rules, as currently written, apply to search engines and social networks with global revenues of at least $1 billion a year and at least 20 million unique Canadian visits a month. That excludes other platforms that benefit from news content and “are negatively impacting news businesses in Canada,” said the CAB, which represents private broadcasters. The act received royal assent in June and has led to standoffs between the feds and Big Tech platforms: Meta has blocked Canadian news links on Facebook and Instagram, while Google has laid out a set of conditions for complying.
