The Liberals accepted a series of Conservative amendments, which will put some restrictions on new powers the bill will give ministers to exempt people and companies from non-criminal laws. (The Logic)
Talking point: The government had pitched the idea of these temporary exemptions as a way to test out new regulatory regimes and “encourage innovation, competitiveness or economic growth.” The omnibus budget bill, C-15, has been making its way through the minority Parliament since November, only recently getting some traction as the Conservatives agreed to get the bill moving in exchange for some concessions from the Liberals. The amendments limit from which laws ministers will be able to offer exemptions. Ministers will also have to get approval from the Treasury Board to create a regulatory sandbox. Finance Minister François-Philippe Champagne said he’s happy to make the changes if it lets the budget bill move closer to being passed into law.
