Talking point: The facility will be one of the biggest in Dow’s more than 100-year history. The project—to be built just north of Edmonton—will produce 1.8 million tonnes of ethylene annually, and will use carbon capture and storage technology to reduce emissions. Dow will also build an ethylene cracker, which breaks fossil fuels down into the base materials for plastic products. The company will use Ottawa’s carbon-capture investment tax credit and other subsidies to lower construction costs. Deputy Prime Minister Chrystia Freeland, who attended the project’s announcement Wednesday, said that through such tax credits “no other country in the world” has done more to match the generous subsidies offered under U.S. President Joe Biden’s Inflation Reduction Act.
