Talking point: The U.S. chamber laid out its concerns in a submission to the CRTC on the definition of Canadian content. The consultation is part of the CRTC’s efforts to implement the Online Streaming Act—the first major reform to Canadian broadcast laws since 1991. One issue is whether foreign companies can own the intellectual property for programs that qualify as Canadian content. The National Foreign Trade Council—whose members include Google, Meta and Amazon—said in a separate submission that Canada’s new digital policies “may contravene” the United States-Mexico-Canada Agreement. The Council says the USMCA trade pact includes exemptions for Canadian cultural industries, but also allows the U.S. to respond in kind.
