Talking point: The audit exploration is part of a broader effort from the Biden administration to consider AI rights and rules. Any NTIA policies that result from the consultation won’t necessarily be mandatory, but the agency is contemplating major regulatory questions, including on which parts of the value chain to focus and what level of risk should trigger accountability actions. Canada’s proposed Artificial Intelligence and Data Act includes similar measures: it would allow the government to order an independent audit if it believes an AI system could cause harm or biased outcomes. Meanwhile, China’s Cyberspace Administration has published draft rules that would require generative AI companies to register their bots and subject them to security review before release. It made its move shortly after technology giant Alibaba launched its ChatGPT competitor.
