Talking point: This agreement isn’t legally binding, and doesn’t tangibly advance any potential projects. However, the memorandum describes itself as a “framework to encourage strong intergovernmental cooperation” at a time when the federal government has made energy infrastructure development one of its key promises. In a press conference, Smith and Ford floated the idea of an oil pipeline from Alberta to James Bay, which would sidestep Quebec and its traditionally anti-pipeline sentiments. Prime Minister Mark Carney recently said it’s “highly likely” an oil pipeline would be on Ottawa’s list of strategic projects, but no pipeline company has yet proposed one.
