Heritage Minister Steven Guilbeault said earlier this year he wants to make digital platforms like Facebook and Google pay Canadian news organizations for content. However, a survey of platforms, publishers, broadcasters and other interested groups hasn’t found an agreement on how. You have until Sept. 15 to send Guilbeault’s department your solution. (The Logic)
Talking point: Canadian Heritage asked stakeholders whether they preferred to see the platforms pay into a central fund that would independently make payouts, or a code that would have platforms pay producers in deals subject to arbitration. The department saw no consensus, even within the stakeholder groups: a central fund would probably be better for smaller, newer outlets but would add bureaucracy; a code would be more transparent and simpler, but would favour better-resourced news organizations. Result: ¯\_(ツ)_/¯. Meanwhile, Facebook announced nearly US$200,000 in grants to Canadian news organizations through its Journalism Accelerator Program.
