It’s impossible to achieve total digital autonomy because of the interconnected nature of the digital world, the paper said. The only way to maintain total control would be for the government to deliver the tech solutions itself, or work with providers that operate entirely under Canadian jurisdiction. That means even a Canadian supplier could be subject to foreign laws and regulations. The federal government plans to develop stronger guidance on where Canada’s data lives.
