The Canada Digital Adoption Program (CDAP) saw more than $2.75 billion of its $4-billion allocation pulled amid broader federal belt-tightening, according to documents obtained by The Globe and Mail. Talking point: CDAP was part of a suite of programs aimed at helping small businesses recover from the COVID-19 pandemic slump, with grants and loans to promote e-commerce and similar digital transformations. Uptake was slow, however, and critics blamed a cumbersome, multi-part application process—especially tough in a program for small companies that were barely hanging on. Last year’s federal budget promised to “refocus” $15.4 billion in federal spending over five years, and unused money in the digital adoption program was evidently an attractive target.
