Talking point: The Data Protection Commission has previously fined WhatsApp, another Meta property, €225 million for not meeting European transparency standards for handling data. The Irish regulator oversees Meta and its subsidiaries in Europe because the company’s European headquarters are in Dublin. But its decisions are subject to objections from privacy and data overseers in other European Union countries; a smaller penalty the Irish commission initially levied went to a dispute-resolution process before a co-ordinating body in Brussels after several of those counterparts objected, and the same thing happened with the WhatsApp fine. Instagram plans to appeal.
