The federal government will give a total of $22.6 million annually to 16 groups that provide professional qualification validations, skills training and mentoring to immigrants before they arrive in Canada. That’s down from highs of 27 organizations in 2015 and $32 million in 2016 to 2017, respectively. A government study last year found that between April 2015 and August 2017, only 7.3 per cent of those eligible had participated in these kinds of programs, and that awareness of them was low.
