Heritage minister backpedals, says C-10 amendment forthcoming on user-generated content


Steven Guilbeault says the amendment will make it “crystal clear” that user-generated content won’t be considered programming under Bill C-10, which seeks to modernize the Canadian Broadcasting Act. Critics have assailed the bill, which is currently the subject of committee hearings, for throttling individual free speech by putting such content under the purview of the Canadian Radio-television and Telecommunications Commission.
