Efficiency Canada’s scorecard ranked British Columbia highest because of its industry-wide energy-efficiency policies, notably its long-standing carbon pricing, vehicle-electrification programs and the B.C. Energy Step Code, which provides regulations for local governments to construct net-zero energy-ready buildings. Quebec came second in the ranking for being the first province to have a zero-emission vehicle strategy, as well as for having high natural-gas savings and for leading in energy-efficiency research and development.
